다음으로 2차 지명과정인 낙찰과정(award mechanism)에서는 혁신성(innovative),
협력관계(partnering), 위험관리 체계(risk management), 사업수행조직(project
organization), 미적특성, 기능성, 유지관리성, 자격 등에 대한 평가를 실시하여
최종적으로 가격과 이들 평가점수를 종합적으로 평가하여 최종 낙찰자를 선정한다.
