Hectopascal(헥토파스칼)은 태풍의 기압을 나타내는 국제적인 단위로서
hPa로 줄여쓰기도 하죠. 이것은 hecto라고 하는 말과 pascal이라는
두개의 단어가 결합된 단어입니다. hecto는 100을 의미하구요,
pascal은 1평방미터당 1뉴튼의 힘이 작용해서 생긴 압력을
이야기하는데 그 값이 워낙 적기 때문에 보통 100배를 나타내는
hectopascal이나 1000배를 나타내는 kilopascal로서 나타냅니다.
1 Hectopascal은 종전에 사용했던 1 mb(millibar, 밀리바)와 같은
값입니다. 원래 바(bar)는 1평방미터당 100000뉴튼의 힘이 작용한
압력을 말하는 것이고 millibar는 1 bar의 1000분의 1을 의미하죠.
우리나라에선 93년 1월 1일서부터 국제적인 단위인 hectopascal을
태풍의 기압을 나타내는 단위로 현재 사용하고 있습니다.

업계에 따르면 시중은행들이 실행한 주택담보대출을 주금공이 정부보증 성격의 안심전환대출로 떠안으면서 안심전환대출을 기초자산으로 삼은 유동화증권(MBS)이 크게 늘었다.

The banking sector is struggling to adjust its bond volume ahead of the issuance of second mortgage-backed security (MBS) for safe convertible loans in December.

정부는 가계부채를 줄이기 위해 지난해 9월부터 변동금리 주택담보대출을 고정금리 대출로 바꿔주는 서민형 안심전환대출을 공급했는데, 이 재원을 마련하기 위해 주택금융공사가 MBS 발행물량을 확대한 것이다.
In order to reduce household debt, the government has supplied low-income type safe conversion loans that convert floating-rate mortgage loans into fixed-rate loans since September last year, which the Korea Housing Finance Corporation has expanded the amount of MBS issuance to raise funds.

전문가들은 "지난 8월 채권가격이 최고점을 찍었다가 다시 하락한 것은 정부의 내년 예산 확대에 따른 국고물량 증가, 주택저당증권(MBS) 미매각 이슈가 불거지며 채권 투자심리가 약화된 까닭"이라고 분석했다.
Experts analyzed, "Bond prices peaked in August and then fell again because of the increased treasury volume due to government's expansion of next year's budget and the issue of non-sale of MBS's, which have weakened bond investment sentiment."

금융당국이 서민형 안심전환대출에 대한 구체적인 요건을 발표한 가운데 주택저당증권(MBS) 대량 발행으로 채권시장에 충격을 줄 가능성은 낮을 전망이다.
With financial authorities announcing specific requirements for safe conversion loans for the working class, the massive issuance of MBS is unlikely to shock the bond market.

대출자산을 담보로 발행되는 자산유동화증권(ABS)이나 모기지를 담보로 발행되는 주택저당증권(MBS)과 비교해 담보자산뿐 아니라 발행 금융사의 상환의무까지 부여해 안정적이며 자금조달 비용이 낮다는 평가를 받는다.
Compared to ABS (Asset-backed Securities) or MBS (Mortgage-backed Securities), which are issued as collateral for loan assets, it is considered stable and low funding costs by granting not only collateral assets but also repayment obligations to issuing financial firms.

기재부 관계자는 "수술용, 보건용 마스크 수입에 필요한 식품의약품안전처 수입 허가도 최대한 신속하게 진행할 계획"이라며 "MB필터를 무관세로 수입해 마스크 생산기업의 부담도 완화될 것"이라고 말했다.
An official from the Ministry of Economic and Finance said, "We plan to proceed with the import permit from the Ministry of Food and Drug Safety, required for importing surgical and health masks, as quickly as possible," adding, "We will also ease the burden on mask production companies by importing MB filters exempt from tariffs."

정부는 이번 조치로 수술·보건용 마스크 관세 부담이 없어져 국내 공급 여력이 확대되고 MB필터 수입 무관세로 마스크 생산기업 부담도 완화할 것으로 기대하고 있다.
The government expects that this measure will eliminate the burden of tariffs on masks for surgery and health, which will increase domestic supply capacity and ease the burden on mask production companies due to tariff-free import of MB filter.

정부가 마스크 원자재인 MB필터 4톤을 의료진용 마스크 생산을 위해 우선 공급하도록 했다.
