needed to assure the safety of warheads on the Navy's
Trident-2 missile and the Air Force's Minuteman-3. But the
Navy says concern about Trident warheads has been
allieviated by loading missiles and warheads separately

safety risk of its remaining Minuteman-3 warheads.

A ministry official said that the ministry has approved the
Navy's request to introduce McDonnell Douglas' Harpoon
ship-to-ship and submarine-to-ship missiles, each worth about 1
billion won (about $1.2 million).

What was the mission of the North Koreans aboard a submarine
which was found wrecked on a reef on a beach in Kangnung?
강릉시 앞바다에서 좌초된 채 발견된 북한잠수함 승선 간첩은 과연
어떤 목적을 띠고 침투한 것인가.
Lee Kwang-soo, the sole crew member to be captured alive,
refused to disclose their mission, but told interrogators the
submarine had left the North Korean port city of Wonsan Monday
before developing engine trouble and going adrift.
생포된 유일한 인물인 이광수는 자신들의 임무에 대해 함구로 일관하
고 있다. 단지 지난 16일 원산에서 잠수함이 출발했으나 이후 엔진 고
장으로 표류하게 되었다고만 수사관에게 밝혔을 뿐이다.
He was quoted as saying a total of 20 crew members were aboard
the 325-ton submarine.

Military authorities said yesterday it was still unknown what
the motivations of those North Koreans were. They said, however,
that they are convinced the submarine was on a mission to drop
off the infiltrators in South Korean waters. ``Lee said he
belonged to the intelligence bureau of the Ministry of People's
Armed Forces, which is in charge of dispatching spies and armed
infiltrators to the South,'' a military official pointed out.

He said it takes a mere 15 hours for a submarine to sail from
Wonsan to Kangnung and back to the North Korean port . ``There is
a high possibility that it had intended to reach Kangnung to drop
off the infiltrators under the cover of night and return to the
North Korean port city in a day,'' he noted.

The official pointed out a note discovered in the submarine
which shows their solid resolution toward the espionage mission,
saying, ``We heroes will in no way die and we'll be back to the
homeland with triumphant results.''

Some experts and former North Korean spies were opposed to the
infiltration speculation. They said it was more likely that the
submarine developed engine trouble and went adrift before it was
stranded on a reef 20 meters off the beach on the East Coast.

이 침투 임무를 띠지는 않았을 것이라는 분석을 내놓고 있다. 기관고

Common wisdom has it that 20 people are too many for an
infiltration submarine to conduct its mission, they pointed out.

``In general, mini-submarines are utilized. They never come as
close as several meters off the shore as they drop off spies on
remote seas,'' said Kim Sin-jo, 55, the former North Korean
infiltrator who was captured alive in 1968.

Seven North Korean Agents Still On Run

The official, quoting a captured North Korean agent, said the
Communist infiltrators who landed from a wrecked submarine on the
East Coast may number as many as 26.
국방부는 "생포 간첩의 진술에 따르면 좌초 잠수함에서 상륙한 간첩
의 총인원은 최대 26명 정도일 것"이라고 밝혔다.
He said that about seven North Koreans were believed to be still
at large as of yesterday afternoon, including three special
commandos, two guides and two submarine crew members.
19일 오후까지 검거되지 않은 간첩 수는 공작원 3명과 안내원 2명,승
조원 2명등 모두 7명이라고 국방부는 밝혔다.
The fleeing North Korean infiltrators were believed to be hiding
in mountains near Kangnung, where their abandoned and wrecked
submarine was found early Wednesday.
이들 도주 간첩들은 지난 16일 좌초된 잠수함이 버려진 강릉 인근의
산악지대에 은신하고 있을 것으로 보여진다.
But a military source said that the three special commandos may
have already escaped a cordon, as they had left the wrecked
submarine five to six hours before the massive manhunt started at
around 5 a.m. Wednesday. There's a possibility that they may try
to return to the North through the mountains, said the source.

The Defense Ministry told journalists what Lee has confessed to
investigators. As for their mission, Lee has told investigators
that they came to collect information on the Kangnung air base
and a large antenna on the East Coast, as well as on the civil
defense drill held on Sept. 15. Lee, who called himself as a
submarine crew member, said it was the first time he has
infiltrated into the South.

As for the number of the North Korean infiltrators, Lee at
first said it was 20. But on Thursday morning, Lee said they were
25, including 20 crewmen, three commandos and two guides. But in
the afternoon, Lee added one to the number, saying there were 21
submarine crewmen.

According to Lee, the North Korean submarine left Wonsan at 5
a.m. Sunday and arrived at a beach at Anin, some 5 km south of
Kangnung and some 400 meters away from the point where the
submarine was later found stranded, at around 8 p.m.
이광수의 진술에 따르면 북한 잠수함은 지난 15일 오전 5시 원산항을
떠나 오후 8시쯤 강릉 남쪽 5km, 잠수함 좌초지역 400m 지점의 아닌

At 9 p.m., five of them reached the shore, including three
special commandos and two guides. The next night, the five were
scheduled to return to the submarine. But the two sides failed to
meet in the first rendezvous contact scheduled for 10:30 p.m.,
Monday.

At around the same time Tuesday, they succeeded in their
rendezvous and the five infiltrators returned to the submarine,
which, however, ran aground due to high waves, according to Lee.

파도로 잠수함이 좌초되는 바람에 육지로 도주하게 됐다고 이광수는

So the three commandos soon left the submarine at 11:00 p.m.,
while the remaining North Koreans abandoned it and got ashore at
around 1:30 a.m. Wednesday, Lee has confessed.

The submarine was found stranded on a reef and sand, just 20
meters off a beach, at around 2 a.m. Wednesday. The North Koreans
soon escaped into the nearby mountains, and most of them have
been killed or captured.

Asked about the mission of the North Korean mini-submarine which
ran aground last Wednesday on the shore of the East Coast near
Kangnung, he guessed that it could be to unload or pick up armed
agents in the South.

At a colonel-level Military Armistice Commission (MAC) meeting
held at the truce village of Panmunjom, the UNC side charged that
the infiltration to South Korea of a submarine and its 26 crew
members on the East Coast was ``a grave and intentional
provocation,'' the source said.

The UNC delegation also rebuffed a North Korean allegation that
the submarine drifted into the South due to an engine trouble.

But North Koreans threatened to ``take retaliatory actions''
unless the UNC and South Korea return the 325-ton submarine and
the 22 bodies of the North Korean intruders shot dead by South
Korean soldiers in gunfights or found executed by their
colleagues.
